The annulment process is an investigation into whether or not a marriage was ever valid. For a variety of reasons, it is possible that a marriage was null (invalid) and the man and woman's souls were never actually bound together, meaning that they would be free to re-marry since they are not tied to another.
The process of annulment does not do anything to a marriage, but merely investigates the particulars of a perceived marriage (marriage preparation, sufficient knowledge of what was being undertaken, sufficient freedom, necessary form, etc.) and either makes a declaration of nullity or validity of the marriage.
